Former police commissioner Colin John stated that the new acting commissioner of police held the position of assistant commissioner in charge of crimes before his promotion.
During a recent broadcast on Boom FM, John made a statement regarding the existence of a strategic crime plan that was established under the management of Williams. This plan was purportedly developed through consultations with various members of the organization.
“The organizational structure consists of the commissioner of police, or one deputy commissioner of police, and three assistant commissioners of police.” So there’s an assistant commissioner of police in charge of administration, one of operations, and one of crimes. That was Williams’ position.
When Dwight ‘Bing’ Joseph inquired if the plan helped or was successful, John responded as follows.
“It was helpful, but there is always room for improvement, and there are always circumstances beyond your control.” So, even with the best plan and strategy, there are some factors that a police force and an organization in general cannot mitigate against.”
“For example, if a child was discovered dead in a yard, no crime plan could have planned for that.” No crime plan could have predicted that a brother harbored enmity toward another brother and determined that, alright, now was an appropriate time to kill him. So we’ve been somewhat effective in averting some crimes, but we know you can’t get into criminals’ heads. And, until artificial intelligence can predict how every Vincentian would behave, you can’t place a feeler in every position to stop crime.”
Williams, according to John, should do well with correct application.
“You can be trained, but once you do not apply yourself, it can be negative. So you have to apply your training. Training in and of itself is not a solution. It’s the application of the training and the application of the experience”.
John stated that he was consulted in the selection of the commissioner, and that he had no objections to the person chosen by the Prime Minister.
