The Executive Vice President of the Republic, Delcy Rodríguez, spoke this Friday after the The International Court of Justice (ICJ) will announce this same day its rejection of the provisional measure requested by Guyana to suspend the referendum on Guayana Esequiba.
“The truth of our country, of our people, has triumphed, and it has become clear that Guyana was sheared no matter how many media outlets paid by Exxon Mobil tried to distort the truth,” said Rodríguez.
She noted that the provisional measure requested by the Government of Guyana to suspend the Consultative Referendum on Guayana Esequiba was rejected by the ICJ and requests to change the questions were denied.
“In conclusion,” she said, “Guyana went for wool and came out shorn”.
The vice president considered the court’s decision logical, because the referendum “It is a matter of internal domain of the Venezuelan state, and therefore this Sunday we Venezuelans will go to vote.”

ICJ Rejects Measures Requested by Guyana on Referendum
On Friday, Alfred Nazareth, the Venezuelan Minister reported through social networks that the International Court of Justice (ICJ) had rejected the measures requested by Guyana in relation to the suspension of the consultative referendum on the Essequibo to be held on Sunday.
Approved previously by the Venezuelan National Assembly, the referendum over Essequibo will be held on December 3 and will contain the following questions:
Do you agree to reject, by all means, in accordance with the law, the line fraudulently imposed by the Paris Arbitral Award of 1899, which seeks to dispossess us of our territory of Guayana Esequiba?
Do you support the Geneva Agreement of 1966 as the only valid legal instrument to reach a practical and satisfactory solution for Venezuela and Guyana, in relation to the dispute over the territory of the Guayana Esequiba?
Do you agree with Venezuela’s historical position of not recognizing the jurisdiction of the International Court of Justice to resolve the territorial dispute over the Guayana Esequiba?
Do you agree to oppose, by all means, in accordance with the law, Guyana’s pretension to unilaterally dispose of a sea pending delimitation, in an illegal manner and in violation of international law?
Do you agree with the creation of the state of Guayana Esequiba and the development of an accelerated plan for the integral attention of the current and future population of that territory, which includes, among others, the granting of Venezuelan citizenship and identity cards, in accordance with the Geneva Agreement and International Law, consequently incorporating said state in the map of the Venezuelan territory?.
On November 15, Venezuelan Vice President Delcy Rodríguez presented her country’s arguments before the ICJ in defense of holding the consultative referendum on the Essequibo.
On that occasion, she denounced the request presented by Guyana before the ICJ as carrying an interventionist intention from the neighboring country, which seeks to prevent the holding of a citizen consultation process that the Venezuelan Constitution provides for.
With solid historical and legal arguments, Rodriguez ratified the validity of the 1966 Geneva Agreement and questioned the intention of the Guyanese authorities to proclaim the 1899 Arbitration Award as valid.
She also noted that Guyana is part of a plan of aggression against its Bolivarian nation behind which are the interests of hegemonic powers and large oil companies.

Venezuela’s Self-Determination Has Emerged Victorious- Communiqué
The Government of the Bolivarian Republic of Venezuela acknowledges the statement issued by the International Court of Justice regarding the unusual and interventionist provisional measures requested by the Cooperative Republic of Guyana against the consultative referendum scheduled for December 3, 2023.
Venezuela ratifies that, faithful to its historical position, stating that it does not recognize the jurisdiction of the International Court of Justice to settle the territorial controversy over the Guayana Esequiba, especially given the existence of the Geneva Agreement of 1966.
In the current case, the Cooperative Republic of Guyana explicitly requested that the consultative referendum not take place or that questions 1, 3, and 5 be modified. In its decision, the Court, dismissed this unprecedented and groundless request, which relates to a matter of Venezuela’s exclusive domain.
Nothing in international law allowed the Court to interfere in Venezuela’s internal affairs or attempt to prohibit or modify a sovereign act organized within the framework of its participatory political system and based on its Constitution.
Likewise, with this decision it has been demonstrated that Guyana is not a victim, has no title over the territory in disputed, is a de facto occupier, and has repeatedly violated the Geneva Agreement and international legality by unilaterally granting concessions in the land territory and in the waters pending delimitation, as well as facilitated its territory for the deployment in our region of the main warmongering power in the planet.
The Bolivarian Republic of Venezuela, as it had announced and in accordance with its sacred Constitution, will continue onwards with all preparations for the consultative referendum called by the Electoral Authority at the request of the Venezuelan Parliament. Nothing and no one will prevent the Venezuelan people from expressing themselves freely on December 3 on a matter that belongs to it, is internal, and of enormous transcendence, such as territorial integrity.
Venezuela reiterates that it will firmly uphold its unwavering defense to international legality and the Geneva Agreement as the only legal instrument that allows reaching a practical and satisfactory solution for both parties through friendly, political, and peaceful negotiations.
The truth of Venezuela and its irrevocable sovereignty, constitutionality, and self-determination have emerged victorious.
Next December 3, the Venezuelan people will go out to vote, for the first time in history to defend, their territorial integrity and will ratify that our rights over the Essequibo region are unpronounceable and unquestionable.

Essequibo Referendum to Show Social Strength: President Maduro
Venezuelan President Nicolas Maduro denounced that the United States, Guyana, and the oil company ExxonMobil are seeking to sabotage or prevent the referendum on the Essequibo territory scheduled for Sunday.
“I say to the government of Guyana, ExxonMobil, and the U.S. Southern Command that on Sunday, December 3rd, in Venezuela, come rain, thunder, or lightning, the homeland will wake up blessed, and the people will be in the streets voting and deciding because in Venezuela, the people rule,” he stated.
“We will demonstrate the organized strength of Venezuelan society to motivate, transport, and facilitate everything so that no Venezuelan man or woman is left without going to vote.”
Maduro asserted that ExxonMobil, the U.S. and Guyana have funded Venezuelan influencers to generate the opinion that the Essequibo is not a Venezuelan territory, attempting to suspend the referendum. He characterized such actions as forms of betrayal to the homeland.

Venezuela Records Economic Improvements
During a meeting of the National Productive Economy Council held on Tuesday, President Nicolas Maduro confirmed that Venezuela has experienced growth in various economic sectors over the last nine quarters.
“This year, the positive trend in economic growth has been consolidated. I can confidently say that Venezuela has happily seen nine consecutive quarters of harmonious economic growth across all sectors,” he stated.
The trend towards increased production indices “remains and is on the rise for the last quarter of this year, which is expected to be better, with increased commercial and economic activity.”
In Q3 2023, the extraction of crude oil and natural gas expanded by 13 percent, which in turn allowed a significant increase in exports.
For five consecutive semesters, the agricultural sector has experienced growth rates exceeding 5 percent, while there has been a 30 percent increase in the export of fish and seafood.

Venezuela and Cuba Sign Tourism Cooperation Agreements
The governments of Venezuela and Cuba signed on Tuesday seven cooperation agreements on tourism that will serve to strengthen this sector in Venezuela, oriented to the international market.
This was one of the results of the 16th International Tourism Fair (FITVen 2023) in Barquisimeto, state of Lara, which was attended by some thirty countries.
The Ministry of Tourism of Venezuela Alí Padrón detailed that the agreements into the “provision of artistic and cultural services by emblematic Cuban groups” will strengthen relations between Caracas and Havana.
According to official reports, Venezuela and Cuba also established a letter of intent that will allow restoration work on furniture and buildings with heritage and decoration value.

The Defense of Essequibo Is a National Issue: Venezuelan VP
Venezuelan Vice President Delcy Rodriguez asserted that the defense of the Essequibo territory is a matter that concerns all Venezuelans without any distinction.
“We are making contemporary history… It is a topic of national unity that calls upon everyone,” she said during an event called “Venezuela Defends the Essequibo,” where she expressed gratitude for the presence of opposition politicians like Zulia Governor Manuel Rosales.
“We are not calling from a political party, nor are we urging to vote with the color of a jersey. We are summoned by Venezuela, with our tricolor flag, to participate on December 3,” she said, referring to the referendum through which Venezuelans will express their views on their nation’s sovereignty over the Essequibo territory.
“We can account for five centuries of history regarding the Venezuelan ownership of this territory,” Rodriguez commented on the controversy between her country and Guyana over the Essequibo territory.

Norway confirms receipt of agreements signed in Barbados
The Kingdom of Norway, as facilitator of the dialogue and negotiation process in Venezuela, confirmed this Thursday the reception of the procedure in accordance with the Partial Agreement on the Promotion of Political Rights and Electoral Guarantees for all.
The information was announced by the Norwegian Embassy in Mexico through a publication on its official account on the social network “X” (former Twitter) @NoruegaMexCA “As a facilitator of the Dialogue and Negotiation Process of #Venezuela”Norway confirms receipt of the following procedure, in accordance with the Partial Agreement on the Promotion of Political Rights and Electoral Guarantees for All.”
In this regard, the head of the Bolivarian Government delegation, Jorge Rodríguez, using the same social network, pointed out that: “Today we have taken another step in the right direction, ratifying what was agreed in Barbados, to enforce the decisions of the institutions, the rule of law and the Constitution in Venezuela. We continue moving forward. “Within the Constitution everything, outside the Constitution nothing.”
